This formats all copyright comments according to SPDX formatting guidelines.
Additionally, this resolves the remaining GPLv2 only licensed files by relicensing them to GPLv2.0-or-later.

We can use iterators to avoid looking up into maps twice in the getter
functions.
At the same time we can also avoid copying the ControllerData structs,
since they're 264 bytes in size.
