Stewart Miles dd71f54c6b
Fix -raftHashicorp and -raftBootstrap flag propagation. (#4309) 
`weed server` was not correctly propagating
`-master.raftHashicorp` and `-master.raftBootstrap` flags when
starting the master server.

Related to #4307
