Dovecot master accounts can now be configured in DMS via `setup.sh`.
A master account is useful for administration purposes, or to perform mailbox backups of every user account over IMAP.

Separate workflows for `push` and `pull_request` events. This avoids a `skipped` job status (`Check Run`?) always being presented for the `deploy` job in Pull Requests.

This command can be used for generating DKIM key for a domain,
which is not included in any configuration files. For example,
when using SQL database for transport maps.
* Wrote functional tests for desired behavior.
Redoing the pull request, starting from current master.
The tests now fail where expected.
* Updated commands to handle missing files better.
The functional tests now pass.
